my ******* sd card is 8gb but when i go to the application manager it says its only 1.3 gb **** android why is this happening

Take the card out an insert it into your computer if you have a USB adapter. It's always preferable to remove it and connect it directly to your computer if you can.
Failing that, connect your phone to your computer and check the card size via your computer,rather than by using your phone. If you can, back up everything on the card to your computer then format the card. If after a format it still shows only 1.3Gb allowed, I would estimate that you have a broken card and will need to replace it.
