N7's memory died? How can I tell for sure?

Hi Guy's, I'm still keeping hope that my N7 2012 might still be useful :)
The tab started having problems charging so I popped the back off & checked the battery connection - all was well. I narrowed it down to the Stock wall charger (charges fine on my laptops USB port).
Next the N7 started randomly rebooting - a couple days later there came a "frizzling" sound from the speaker, then the N& shutdown. I can power it on but it just loops at the google screen. I can get to the 4 options as in recovery, start, bootloader & power off if I remember correctly. The only choice that works is power off.
I've given flashing a stock image (Bricked option too) (4.3 & 5.0) a few try's with the tool kit but it always fails. My PC recognizes the N7 as Android phone now.
Would you guy's suspect that the memory is cooked? If so how can I tell for sure? If I picked up a replacement board (mother board or other I'm not dead sure) could I switch it out myself (plug & play :) or soldering :( ?

Ok I got it to almost flash stock & unroot on bricked setting. Writing bootloader failed though... any ideas?

I've just pulled my motherboard & purchased a replacement on eBay.
Came to the conclusion I have a hardware problem & this should get me up 7 running again.
 
If I had been smart I would have checked to see how simple it really is to swap the motherboard on the N7. I can't wait to get the replacement, unlock, root & flash 5.0 :)
 
I plan too after all the poor reviews of it performance floating around. If 5.0 turns out to be to much for the 2012 N7 I can be happy with 4.4.4
 
I put it 5.0 on mine the same evening I installed the new main board and it is just as responsive as it was with 4.4, not happy with the changes in the gallery and native email app changes, I side loaded the kitkat gallery app and fixed that part. Gmail got the other emails.
 
New (to me) motherboard took care of the problem. I'd say it took 5 minutes tops to complete the entire procedure. I'm going to try & flash 5.0.2 now
