You might try an app like navfree. While it can use network data for Google type searches to help find your destination initially, it's not required (can manually find destination on map or by address). And it did not require network to do the navigation.
Maybe others can help you find network problem. In remote areas, it might just be bad reception

Waze just pushed out an update to its app today. I suggest you try uninstalling Waze and then reinstall the latest update and see if that fixes the issue.
You might want to also try reinstalling Google Maps as well. I had an issue this week with Google Maps crashing. I just noticed an update with Google Maps, too (although this could be older as I don't often update my apps).

I've had this issue a few times. When this happens on my phone, both Waze and Maps has trouble finding a fix on my location. I have to reboot my phone to fix this.
