Navigator for the Phillipines?

The navigator I have on my Eris is great for the U.S., but someone waqs asking me about whether he could use such a program when he went to the Phillipines. I thought that it likely could, but although it could bring up a map of the Phillipines down to street level, it would not plot directions.
Is there another app that I might be able to d/l that would allow navigation there?

google map or google earth, though i cannot download google earth in my country for some reason, i think google earth is not avaliable to asia.
