Need a low-cost privacy-focused Android phone

Here are my requirements:
1. Low-cost android phone
2. Should support privacy-focused OS (such as LineageOS or else)
3. Support for USB OTG
4. Support basic apps such as to do list, call recorder, etc (via F-droid or else but not Google Play store)
5. Front and back camera
6. Have mobile hotspot feature
7. Should support feature of quick decline messages for calls

After searching, I found Moto G4 Play which satisfies the above requirements.

Any other recommendations for the above requirements?
 
Define "low cost"?
Would you consider an older model if it had a good developer community? Those 2 (cost and development) are the only requirements in your list that constrain you. The rest are app or OS features or hardware feature so common that any device of the last 6 years will have them.
 
Cost as low as possible satisfying the above requirements. (Moto G4 Play is around 108$)
Yes, I would accept an older model too.
Even a refurbished phone with some warranty is also acceptable.
