Can someone please direct me to apk tool or manager with download instructions that I can understood.If you have install one than you know what I am talking about

If you mean a "tool" to install apk files, you just press them and they run and install the app. The other meaning your question could have is a tool to create an apk file from an app you wrote and I can't help you with that one.
