Help NEED HELP PLEASE

some crazy freak who must be a Linux developer is constantly hijacking my phone and my laptop. He changes paswords, erases stuff, changes settings, takes pics oft me with my cam, manipulates all my apps and programs 24 hours a day, even during my stay in Costa Rica. This matter is offending me and my private life heavily. I habe bought a New phone, Backes up to factory settins hundrets oft times, even renewed the whole system in my laptop..nothing works. Pls help me...

Well if someone is getting into your phone then they presumably either have physical access to it (i.e. it's someone you know) or know your account details. I presume that as the minimum you have changed your passwords and enabled 2-step verification in your Google account?
