Need help receiving photo's on messages

Newbie
My wife is not able to receive or view pictures on text messages. Only thing that shows is a round blue dot that keeps going round and round. Not sure what happened she used to receive photo's.
 
In the mobile data settings. On a recent phone you'll have to look under "advanced". APN =Access Point Names. You can find the correct settings for your service provider on the web.
