Apps Need help streaming videos on a Droid!

I am familiar with the basic android API, but I really have no idea where to start with this task. Using android apps, I need to have one droid record video and the other receive the video stream and play it in real time. I do not want to do this through the internet, due to the severe delay, I want this to go through the network. Kind of like the iPhone 4 facecam, but only streaming one way, not both. If someone would please give me the name of some classes that would help me create this, and explain how it will work, that would be great.

There might be other apps like the one I described out there, but I am looking on how to do it myself, like I need source code.
