Help Need help tower congestion or phone?.

Hi everybody, it seems my phone's Internet is weird it's a nexus 4 with lollipop 5.0.1. Mornings seem fine about 3-5 down. Come 3 to 9 or 10 pm it's come and go all the time. One minute I have 2.5-3.5 next I'll have 0.02-0.35. Past 9 or 10 I have 8-18 depending on time. Also when I go to the next tower about a mile away I get 6 inside buildings and 10-13 outside. Is this hspa congestion?. If so would it be worth it to get an lte phone?. I'm sorry for such a lengthy question I'm just annoyed. Please help if you can.

Could be the network. The best way to know for sure is to try another Metro PCS phone in the same area at the same time.
 
Where are you located? Maybe there are other users close to you that can fill you in as well. They could be working on towers in the area which is causing more traffic to others. Has this been going on for a while? As dportal suggested, do you have any other phones/family/friends who use Metro who could help you out? Do you know anyone with Tmobile close to you?
 
I have an old LG Motion (CDMA) and I get similar results too. In my house I see around .02mpbs but a few blocks down the road I could see speeds in the range of 10-20mbps. So I doubt your phone is the cause, just the network.
 
Hi everybody, thank you all for the inputs. Last night I had my cousin's Samsung Galaxy avant on tmobile, and it got stuck at least once. I did speed tests and she was getting 6 on lte while I got 8 on hspa very weird. Today I went to get gas had 14 plus speeds about a mile from home. Came back 5 mins later got 7, but ping was high and the upload got 0.00 weird. Nonetheless I'm thinking tower issues anyone agree?. I'm using a nexus 4 on metro, and I'm in Miami gardens, fl if anyone is experiencing similar issues please let me know. Any help is appreciated.
