I am currently using Go Launcher EX to change to look of my Samsung Galaxy S2, I'm pretty happy with it except that it doesn't change the look of the entire phone. For example the drop down notifications tab still looks default, along with the the call screen when making or receiving a call. Does anyone know of a app that can change this?

If you decide to root and it doesn't work...don't bother asking for help in the Samsung forum....I tried on my last one and no body piped up with answers

The notification pull down bar and the call screen can only be changed when you are rooted, as they aren't really part of the launcher shell, but of the system apps themselves.
