So you're unable to connect to the Internet...but were you ever able to? If so, when did this problem start? Had something happened right before that, like installing a new app, or dropping your phone? Can other devices connect?
Check with your carrier if hotspot tethering is included in your data plan. Certain carriers you might need to pay an extra subscription for tethering.
