Need ideas for PC to Phone data w/o WiFi or phone Network

I know this is a casual forum but my issue is not Manufacturer specific or Phone Model Specific so this is the only "Generalized" Forum I could find:

I live in an area where all the phone networks we've tried are crap [down in a canyon in a hilly area]. We've tried AT&T, Verizon, and Sprint. Along with that, we live in an apartment complex and everybody has a WiFi. There are so many WiFi's in the area that doing things like posting photos to Facebook from a cell phone is frustrating, at best [the WiFi is so bad, here, that I've resorted to connecting all of the PCs in the place by wire, and the Roku, too!].

I'm a new user, so I can't post a screen shot from the WiFi Analyzer app I have on my Cell Phone, but if I could, you would see how congested our WiFi airwaves are!!

In other words, everything has gone to wires except the cell phones and tablets--only because we haven't found a way. And, that's my question. Can anyone think of a way? Or more broadly, can anyone think of a solution to this data conundrum?

I tried a TP-LINK TL-WA850RE 300Mbps Universal Wi-Fi Range Extender, Repeater but it suffered from the same issue -- unable to deal with all the WiFi interference [a lot of the WiFi's are on channels other than 1, 6 & 11 so there's, probably, a lot of adjacent channel interference].

Another possibility would be to educate my neighbors -- if that's even possible, so they only use channels 1, 6 & 11 -- {"Howdy neighbor? Mind if I ask what channel your WiFi is set to? You don't know or even know how to check? Mind if I check for you? Which Uncle are you referring to?"}, but that would only last until the next service call or the next tenant turnaround (surprisingly frequent).
 
I moved this to the Computers & IT forum where some smart folks hang out. You should be clear to post the WiFi Analyzer screenshot. Maybe someone will be able to offer ideas. I live in a single family home surrounded by woods, so I wouldn't know how to deal with that issue.:o
 
I don't know if this would be an option for you, depending on your router, but we had a similar issue in our warehouse with multiple tenants all using (or trying to) WiFi channels. We have some Motorola 9190 handheld scanners that we use for inventory control and they kept dropping the Wifi as the other WiFi signals would interfere. Our solution was to limit the access points and scanners to only connect at the 5 gHz band and disabled 2.4 gHz band altogether. Now they connect solidly, including other devices like our phones and tablets when out on the floor.

If you don't have a dual band router you might see if you can set up a wifi direct link with one of your wired PC's. If you go to menu>settings>wireless & networks>wifi and then tap the menu key, you can see if your devices have a wifi direct setting.

It doesn't look like it. All I found was something that looks like a way to turn the phone into a "WiFi Hotspot". And, I'm encumbered by the COX supplied router, that doen't appear to have a 5GHz band.
