What is the consensus concerning the best launcher for this phone? Also, does a new launcher have to be installed to customize icons?

Nova launcher. Yes, you can install any icon pack for it in the play store

Wow the consensus of the best of anything all depends on what an individual chooses to fit their personal preferences. Now as far as Launchers go, there are many to pick and choose from which most has its own preset icons and others with an icon customization option. Launcher like it's developers has its own personality and it's up to that individual to find one that fits their personality. You will get many different answers to your questions because it's in the eye of the beholder of what they find would be the best to them and may not be to others. For example my pop 4 pixel came with its own launcher that has over 100+themes in it and in each of these themes has its own set of icons but the coolest part is that it's a stock launcher that I can set the size and icon row column settings up to 6. So I would say this would be the best launcher to me because if it's my personal preferences but you can't get it from Google Play Store. Ive seen versions of this launcher on Apkmirror.com under mie-alcatel. support that worked on my G6 but didn't work on a Huawei device. The list up launchers is pretty long and will take some time to figure out which one YOU like the most.
Another vote for Nova.

I use Nova Launcher Prime and highly recommend it to everyone.

hmm, a month ago I bought a new smartphone and appeared a similar problem. At the beginning, I also used NOVA Launcher as others suggested, but I identified three problems: I can’t install the wallpaper, the smartphone sometimes reboots without reason, at least once a day, and the worst thing is the ad that appears everywhere. I could not find a good launcher until the guys from https://www.amanetworks.com/ helped me. They picked up the perfect launcher for my device. Now I enjoy using it every day. Given the number of people who do use and recommend Nova, unless you can explain why your disrecommendation won't count for much. So please tell us why not, what you prefer and why you prefer it - that would be a much more interesting contribution.
I agree! After trying various launchers, including Nova, I long ago settled on ADW.
But I'm curious as to why you'd issue such a blanket statement against Nova, with no explanation. Did it do something you didn't like? Does it phone home, like ES? What?
I've actually been playing with ADW again in the last day or so. It does work very nicely (though the beta has a problem with icon packs when I use them for folders, I'll probably revert from that if it's not updated soon), but it is less sophisticated than Nova in its folder handling: the ability to put folders within folders in Nova is very convenient for the way I work, while I'd have to be more restrained with ADW. But as I resurrected it in order to test out different layout ideas that is something I should be thinking about anyway (I just wish there was an easy way to choose apps for a folder rather than dragging them in individually - maybe there is, but I've not found it yet).

I'd help if I could, but I don't use folders at all, and barely remember playing with them at some point, a long time ago.
ADW's settings and features are quite extensive, but at times require a bit of sleuthing, so it wouldn't surprise me if you ultimately find an easy approach for your issue.
