How to get cell id without internet and Gps?

GPS has nothing at all to do with cell id.
What do you mean by "get cell id" though. What app do you want to get it? Tasker was able to find a couple of local cell IDs for me just now with all of my internet connections off, so just getting the id doesn't require the internet, but depending on what you want to do with it that might.
