I have a droid 855 that my wife dropped and cracked the screen on. I live in MT and a friend from MO gave me his 855. Before he sent it he ad it deactivated and wiped clean. I wanted to change my phone to the new one. I took it to two different verizon places and both said that when they tried to activate the new phone with *228, all they get is a busy signal. I tried to activate myself and same thing. It is not connecting to local towers I don't think, maybe still trying to connect to Missouri towers? I tried a reset again, still wont activate. Anything else I can do? thanks for the help. He said the phone was working fine before he sent it to me.
 
They verified the ESN to be clean? I know if the number is blacklisted, it will never activate and you'll get that busy signal.

Have you tried activating it online in your account? That should tell you if the ESN is valid.

The phone can't be trying to connect to missouri towers otherwise nobody would be able to roam from the area where the live. When you took it to the Verizon store, did they happen to check to make sure the ESN was clean and able to be used? The person who you bought the phone from may not have paid his final bill or something along those lines. This would cause Verizon to "blacklist" the ESN on the phone. A blacklisted ESN would not let the phone activate. Just guessing on this though.
