Need someone to create a few apps for me.

I'm looking for someone who will create an application for an android phone - T-mobile Comet.
The Functions I am looking for in this first application:
- Notify the user of the phone when their gps is accessed by law enforcement
- Notify the user of the phone when they are pining the cell phone
- Automatically blocking the ping to the user's gps
- Automatically blocking the ping to the cell phone
- Notify the user of the phone which agency is pining their cell phone.
- Shut-down the android telephone once the agency has attempted to ping the phone


The next app I'm needing is an application that will do the following:
- Make the user's Android Telephone line act as a "Secure Line"
- Make the user's Android Telephone appear as a landline telephone

The third app I am looking for is an application that will:
- spoof outgoing calls as another number (without google voice #, or any other services needed)

The last app I need is something that would:
-Unblock the telephone number from someone's call blocking list.

LOL. As I was reading this, it seems you're better off getting a dumbphone and using that as your phone, then an iPad or a SIM-less droid. LOL.

Hmmm, challenging tasks. Sounds like half of people living in Hollywood films would need something like that.

Your phone belong to you but it's controlled by your network. The network pings ur phone all the time. What you really need, IMHO, is someone who can hack his way into the network and able to make calls thru the network w/o being detected by the network.

Your phone gets pinged all the time and it pings towers all the time just as part of it's daily operations. Law Enforcement agencies don't directly ping your phone as much as they pull the list of towers from your cell phone provider to see which towers your phone has pinged recently. I don't think there is a way to turn on GPS remotely. You can triangulate a phone's location within like 20-30 feet just from cell towers though. Did it with dumb phones at my old job all the time. There is no way for your phone to tell which agency is requesting information from your carrier. The cops pinging your phone is not something that's going to happen to 99.9% of people over the course of their entire lives though.

What do you mean by "secure line"? Cell phone transmissions are encrypted is my understanding. I have no idea how you would make your phone appear as a land line. The prefix gives it away. If I see a phone prefix I can tell if it's a land line or a cell. You can spoof your phone number. But then the person you called has no way to call you back.

I think there are apps that do this. GVoice is by far the easiest.

The only way you can prevent yourself from being tracked is to yank the battery out. But no one is going to help you stalk and avoid the authorities.
