Help need to know if i can factory data reset and activate phone without coverage

so my phone has had issues with being able to download/view videos/open play store on wifi, and i dont currently have phone service so i do everything on wifi. motorola will send me a brand new phone but without phone coverage will i even be able to activate it? having a half working phone is better then a brand new paperweight. thanks for any help you can provide.

edit* did find a way around it with older phones and the articles and vids are all from 2010, not sure if this is an exploit that has been "fixed" yet. thanks again

As a theft deterrent I would think the companies try and discourage that kind of capability.

Depends on your carrier I suppose, and if they've done anything to stop it.

But in the UK, I've definitely gone through the full setup process on wifi only mode (without a sim card in the device)
