Why would you need this? You can just back up only the system and boot partitions, and you effectively have a ROM image that can be flashed by restoring the backup.
I wonder why many developers make tools based on Windows to work with Android when Linux is the native platform. Windows is a pita with various driver issues, etc. That said, I think SuperR's android kitchen has the ability to do what you are looking for. Only works on Linux tho.
Probably because a majority of people don't know how to use Linux but they know it was brought up on Windows. That's why programs I made for flashing in Windows for Android to make things easier for those people who only use Windows. That makes any sense. LOL
