needto update my rom

my phone does not support my orginal language (persian-farsi)
i would like to update my rom to hightr rom like 4.0 or 4.1
is any one can help me please

If there is no official update you'll need to root and install a custom ROM, if these exist for your device.

Android software is device-specific, so we can't tell you more without knowing what phone you have. If you post again with this information (country and network would also help) hopefully someone can point you in the right direction.
