Network changes during congestion

I got this message today, but all it said was that they're making changes starting 6/1. I clicked the "more info" button on the page that the text referred me to, but it took me to an unsupported page.

Are they just planning on throttling us even more?

Basically, Yes. If you are what they consider to be a high user of data, they reserve the right to slow you down during peak periods.
