Help New Alcatel POP 4S Wi-Fi and Bluetooth problem

Hi everyone,
I've had my Alcatel POP 4S (Marshmallow 6.0, not rooted) for about 4 months now and have started having issues on every Wi-Fi network (home, work, and public) and now with connecting to Bluetooth as well.

Here are the pertinent facts and things I've tried:
  1. Wi-Fi shows "Connected"
  2. NordVPN connects as well but always shows 0 kbits downloaded
  3. Attempts to navigate to a webpage fail (attempted with VPN on and with VPN turned off)
  4. Forget network, disconnect other devices currently on Wi-Fi, attempt to reconnect
  5. Confirm "Keep Wi-Fi on during sleep"="Always"
  6. Restart phone
  7. Restart router
  8. Enter developer mode, change to legacy DHCP, same result
  9. WiFi Fixer app does not resolve this issue
  10. Attempts to connect to Bluetooth (Ford Sync) fail as well; Bluetooth turns on but neither device can find the other. Other devices successfully connect via Bluetooth to Sync.
Would appreciate any ideas! Thanks in advance!
 
Update: I did a factory reset. Added the bare minimum of apps back. WiFi and Bluetooth worked for awhile but have started the same behavior again. Unsure what my next step will be. May send it in but willing to try other troubleshooting first!
