New battery won't charge beyond 94%

I bought a new samsung battery as advised by Samsung technology centre. Over last few weeks battery will only charge to 94% & to get it to 100% have to keep unplugging & plugging in repeatedly until it gets to 100%. Anyone else got this problem & if so how have you resolved it please?
 
Yes it happens with one of the spare batteries I bought for my old HTC phone (the One SV from 2013). The battery was stuck at 89% even if I charge it overnight.
 
Actually I think the best solution is to live with it for a while, the problem would fixe itself. Even if it doesn't, it's not a big deal as the difference is negligible.

If I ignore it & don't go to 100% then it runs down faster & have to charge it a lot quicker than if I make it charge to 100%.

It's just an illusion.

Anyways you should try to run your phone until it shutdowns then charge the battery again. Repeat a couple of times to see.
 
Going on from this issue. Last night I had 36% on my battery with no apps open & this morning it had run outcome completely.
I still have the same issue as in my first post last December. If I don't fully charge jt it goes down far quicker than if at 100%.
If I use the phone like most people & have my wifi & data on so they get messages etc at home & when out the battery will go down very quickly once it gets to 85% in 2hrs goes to 66% only having taken 2/3 photos & sent a text WhatsApp message. I have to carry a power bank with me in case it runs out as I am on my own & don't want to get stranded anywhere.
Surely that isn't right or is it the case that Samsung have programmed this to happen to phones over 2yrs old??
