Help new here ascend 2 question wont turn on

im new here sorry if my English is not good anyway
my phone quit working wail i was setting the wall paper on my phone the screen went black and after that i got a hauwei launcher failed and the phone tried to restart but it wouldn't and nothing work it was not rooted i don't know what happen what can i do to fix it can you help please?
 
no help just a boot loop and i guess i am going to ask the stupidest question ever but can google shut off my android
i ask because i have been to the googleplex and they have a search screen that shows some of the billions of searches a minute and one of my searches from my phone came up on it so i know it sounds stupid but can it happen
oh and i have chrome on my computer so if my android can be shut down by them can it happen to my computer to?
