New Incredible acting weird

I was setting the notification options for messages and email when my phone suddenly started acting weird. I have no idea what's going on but it looks like someone has remote access to it and is scanning through different applications and programs. I'm unable to slide the home screens and when I go to the Home screen, different icons light up and turn green, including my calling history. I turned it off and back on but it didn't make any difference. What the ??

Sounds like a phone hardware issue, like the touchscreen sensors are not working right. I'd take it back to the nearest Verizon store, show tham what's going on, and they should replace it as defective.
