Not specific to our evos but more towards general locked devices...I guess evo could be included but the article mentions the law changes as it would apply to the iphone's. Either way still a interesting read.

The text of the rule changes are here. It says:

(2) Computer programs that enable wireless telephone handsets to execute software applications, where circumvention is accomplished for the sole purpose of enabling interoperability of such applications, when they have been lawfully obtained, with computer programs on the telephone handset.

(3) Computer programs, in the form of firmware or software, that enable used wireless telephone handsets to connect to a wireless telecommunications network, when circumvention is initiated by the owner of the copy of the computer program solely in order to connect to a wireless telecommunications network and access to the network is authorized by the operator of the network.

"wireless telephone handsets" doesn't mean just iPhones!

cliffs notes?
From what I gathered from other sites, jailbreaking/rooting isn't illegal (like Apple wanted it to be). However, to my knowlege, it doesn't prevent manufacturers from making it hard to root, or for them to disable modded devices from software updates, so you can jailbreak your iPhone, but if you download an update that disables your phone, you're out of luck.

I think the big deal really (though not as publicized) was allowing the breaking of DRM of DVDs for fair use, such as educational slides, or commentary.
