New line already upgrade eligible?

We opened a new line on our Verizon account this past Friday. Yesterday we noticed that they are reporting the new line is upgrade eligible, and sure enough if I go onto the website the pricing that shows up is the standard discounted pricing.

Funny thing is that this is the second time this has happened. When we first opened the account back in the summer the original phone was a Thunderbolt. A month or two later we went to pick up a Trophy, fully expecting to pay the full retail price on the phone. Lo and behold the price that rang up was the full 2 year discounted price. I mentioned to the Verizon worker that the price was funny, and way below what we expected, and he just shrugged and said, "That's the price it's giving you."

Has anyone encountered this before? Has lightning struck twice? My husband wants a Galaxy Nexus, and given our past experience with this I am not above using the upgrade if they are going to give it to us...
 
Did you sign a contract and get a subsidized phone when you set up the new line? If you brought your own equipment, the line would have been on month-to-month status and eligible to upgrade immediately (because it wasn't under contract).

As far as the last time, how many lines do you have on your plan (including any hotspots or tablets)? It may be pulling upgrades from the other lines, extending the contract on those lines when you get the new phone at the subsidized price.
