I have recently got a new lithium battery for my galaxy s3. When it was charged up to about 60% i turned on the phone and started using it while it was still plugged in and charging. Will using a brand new battery while it is charging but not fully charged ruin the battery life?

It shouldn't, it will just slow the charging. Likewise, unlike older battery technologies there is no need to run it all the way down to empty, and it's better for battery longevity not to do so.

The worst thing you can do to a lithium battery is get it too hot while charging. So light use is OK, but I'd personally not recommend e.g. long sessions of intensive game playing while the phone is charging. Also don't be tempted to top it up when you've only used a few % of the charge - you may find people on the web recommend that as a way to increase battery life (old, bad advice hangs around on the internet), but it is at best a temporary effect and will shorten the lifetime of the battery.

Otherwise, the general advice for Li Ion batteries is to use them, charge them when you need to, and not to worry too much :)
