New Lumigon T3; now what?

My new Lumigon T3 arrived today. It did not come with SIM cards, so I cannot insert them till I get some. The T3 already got stuck in Fastboot mode, but I learned how to fix it from a forum. Do I need the SIM cards to operate this thing? I can't access apps or a browser. My Wifi is on. The instructions only ask for email addresses. No other instructions. I haven't set up an account with my carrier for this phone yet. Is that required?

Never heard of this phone, but you can usually set them up without a SIM. I can't answer questions about your carrier without some idea who the carrier is: CDMA carriers (mainly found in the US) may need to register a phone, most networks worldwide don't need to, you just stick your SIM in it.

But it will be easier to answer questions if you explain what the state of the phone is, rather than just that you can't access apps or a browser. What can you access? What's on the screen? What, if anything, is it asking for?

And how on Earth did you get stuck in fastboot mode? Were you doing? I'm asking in case what happened there is relevant to your current problem.
