To install applications that aren't from the market, you have to set it manually. Menu -> Settings -> Applications and make sure Unknown sources is checked.
While you won't find many direct downloads on here (that I know of, at least,) there are applications all over the place at sites like http://slideme.org
Oops, almost forgot. There's multiple applications in the android market (free) that will make installing downloaded programs a breeze.

Like Devolio said you can down load from anywhere but if it is not from the market it must be copied and installed from the SD card
