UI is short for user interface, basically the launcher you use. Most manufacturer's put a custom UI on there phones (unless it is a Nexus device, then the UI is pure Android). I am aware of Touchwiz (Samsung), Sense (HTC), and Blur (Motorola). I haven't heard of Timescape yet.
Timescape is Sony Ericssons' UI . and UI is lot more than just launcher ,it's the whole interface of how a phone looks everywhere ,basically the whole experience of a phone .Each UI has custom widgets ,skins and apps which are not compatible on other phones/UI.
Specific apps work only on specific UI .(e.g Samsung's Memo,Social Hub )
The Nexus Phones have the Vanilla Android UI which is not skinned .
Having a custom UI may slow the phone a bit as compared to vanilla UI but the customization and features may be worth it .
Basically you should be looking at Timescape of Sony Xperia S and TouchWiz of Galaxy Note .
Just check them out together ad you will know the difference about their working .
