new to forum problems with nexus 7

Im new to this forum and trying to get my wifes tablet going I've tried a soft reset and a hard reset. Nothing works all I have on the screen are oscillating multi collored balls which merge into one then go out to four balls. Any help would be greatly appreciated.

I hope we can help you out mkmar307. Welcome to Android Forums. It sounds like a wallpaper or something similar and not a major freeze.
