New to PCs, what's a good video editor?

I previously owned a Mac, and I loved iMovie. Is there an equivalent software on PC? I would mostly be using it for editing raw video, and overlaying audio (songs) over it. Transitions and headings and the such are also needed. I don't want to spend too much money on something serious. I will be using it to make covers of songs (playing the drums).

I liked "AVS" better than windows movie maker because it had more codecs. I could edit footage straight from the video file off of my phone. :)

I think it was around 60 bucks for a full version.
