Apps New to SDK, flash questions

Hello all, I previously have tried to develop apps but always give up in frustration. When the latest news of the near future release of flash was announced I was ecstatic. Once it is released, will flash developers be able to make apps and widgets just with flash, and with minimal knowledge of the SDK?

I believe the flash is we-based flash. So if you know that, then you could develop something.
