Apps Newie Needs Android Emulator and Satble Android SDK?

Hi, I am using Eclipse Mars for development and I'll be needing a stability version of Android SDK that I "freeze" for development during the lifetime if the project ( about 12 months).

Can anyone please point me to a download for a :
  • stable Android SDK; and
  • Android Emulator for Eclipse Mars
