Nexus 10 Keyboard

Assume that under Language and Input section in settings, you change to English (UK) rather than English (US).

3rd party keyboards definitely do this... I use SwiftKey Flow on my phone but I do not like it on my tablet. Look at Thumb Keyboard -- it's nice and has lots of special characters. There is a blank row of buttons above the keyboard that you can set as shortcuts for symbols (that way you don't have to dig through shift-screens, etc)
