Help Nexus 10 Preventing Reset after 5.0

It appears my Nexus 10 has gone all Skynet on me and become self-aware. It is preventing me from factory resetting it. by restarting every time I try to reset. It restarts randomly pretty much every time an app is run. Any changes I make in settings are reverted and any apps I uninstall reappear after the restart. As far as I can tell this prevents me from turning on USB debug and running any programs to root or factory reset from my desktop. I can turn the setting on through the tablet but it is not recognized as being enabled on the desktop. I have tried several programs to factory reset the thing and nothing works. This all started last week and I believe its one of/a combination of two events that happened pretty much at the same time. The first is an update to 5.0 Lollipop and the second is adding a second user profile to the device. I tried resetting by going through fastboot but it didn't work.

Any advice would be appreciated,

Thanks for the reply. I tried wug but it doesnt recognize the tablet, I get the ADB device not found message

You were at the fastboot prompt at the time? USB debugging and the device needs to be at the fastboot prompt for these to work.
 
If you are trying to reset, I would just go ahead and flash the factory firmware. Just make sure you have the latest fastboot and adb, and your drivers are up to date.
