Sound like you got the GSM/TD-SCDMA only version of the R3. If so, it will only give 3G service in mainland China with China Mobile, anywhere else it's 2G GSM/EDGE only. Nothing you can do about it, apart from possibly trying to return it.

Can you confirm what model number you've got? The R7005 is the WCDMA version, and that one should give 3G service in Cambodia.

Yes

It is mean my Phone can't have 3G in my Country isn't it?

Yup, it means that. The R7007 won't get 3G anywhere, except China with China Mobile.

FYI any Oppo model number ending in "7", denotes it's a TD-SCDMA version for China only. Which also means there's no Google on any of these versions, they have Chinese apps and services instead.

Doesn't have any method fix? if so i will take it back to the seller.

No fix. Only thing can do is to return it. The R7005 veriant of the R3 will give 3G service in Cambodia. However I'm sure non of them have Google services, as the R3 was only ever officially sold in China AFAIK. There's the new R5 you could have a look at. There's a proper international version of that, with Google.

Yes thank you so much for your help!!!

I really don't recommend doing that.

TD-SCDMA is a different technology, so it's extremely unlikely that the different versions have the same radio hardware. And if the hardware is different at all then flashing the wrong baseband (radio) firmware will not only not give you 3G reception, it will probably stop the phone working at all and could permanently and irrecoverably damage it.

There have been one or two cases where it's been possible to change the supported networks by flashing a different baseband, but those were cases where the phones had identical hardware and the only difference was that a band had been disabled in the baseband firmware. This really, really does not sound like those cases, and in general flashing firmware from a different model would be an effective way of wrecking your phone.

R3 is getting on a bit now. And the R7007 version that's still definitely TD-SCDMA China Mobile only. I agree with @Hadron, any attempt to flash an international R3 ROM will almost certainly end in failure. If you got nothing to lose and an R3 isn't worth much, go ahead and try it. You might just be very lucky.

Later Oppo devices like R7 etc, PRC versions will work internationally no problem, apart from the lack of Google.

EDIT:

I believe TD-SCDMA was basically invented by China Mobile, so that they and manufacturers wouldn't have to pay 3G WCDMA/UMTS foreign patent licensing fees. And TD-SCDMA only phones like the Oppo R3 (R7007 version) that could only really be used with China Mobile, were actually cheaper than their unrestricted counterparts.
