No-Contract Phone?

Hello Everyone,
I have read a few articles indicating that the HTC Desire 601 shown here HTC Desire 601 - HTC Smartphones would be released in October however, I don't see a release date or price yet. Will this be a no-contract phone or will it be just like the moto x which turned out to be a contract phone? Who are the carriers of the phone? Price?

according to this review: HTC Desire 601 Review - YouTube the call quality is mediocre and if that's true then that's a big problem because why would someone want to spend $300 on a phone with mediocre call quality?

I have had no problems at all with call quality on this phone, way better than my last phone (a Kyocera Rise). The speakers are incredible as well so the speakerphone is great!
