No internet connection without Wi-Fi

Hi, new here, owner or a Droid Turbo 64KB Ballistic Nylon and my problem is: when Wi-Fi is unavailable, I am unable to connect to the internet. Various cryptic messages come up, such as; mobile data not turned on (it's turned on), chrome browser needs firewall permissions, and other annoying statements. I have double checked all my Wi-Fi settings as well as data usage, and am still having problems. I think there's a simple setting that is being missed - please help!
