No nearby devices to share content

This has been an ongoing question I've had through ownership of each of my smartphones and tablets so I guess I'll finally ask. In settings/comnecroon/connect and share /nearby devices, I can't ever see any nearby devices, even though there are 3 smartphones, a Nook, and a laptop currently connected to the same wifi.
How do I make these visible to each other for file sharing using the above noted setting. I know other options for file sharing but I've never been able to make this built-in function work.
 
Its a setting on the one Samsung that's to view on any flat screen television this is only allowed over WiFi . many of the windows tablets and any android 4.4 I see some on
 
I said you Dont have them activated . first device is your laptop ----* on the laptop if you go to device sharing you will see a yellow box pop up and say tap this to enable device sharing .:eek::what:
What kind of laptop you have
