both my wifes and my phone stopped getting incoming notifications and messages Gmail delay unless you go to app and refresh, Gvoice I have to refresh to see any messages and Gtalk is even slower. Everyone on the other end is getting the message on time but the reply is Slow. Also my facebook app does not have any notifications unless I open the app. Now my home email works that does not use my gmail account its a timewarner account and I do get a notification Android 4.1.2
