No Resource Manager in Android Studio

There's no Resource Manager in my Android Studio. Do I have a limited version or why it's not there?

I just installed that same version and loaded up a new project with the "Bottom Navigation Activity" template (since I figured that would be sure to have at least some resources included with it). It took a while for everything to sync and load up, but I got the Resource Manager tab without having to do anything extra.

I know that doesn't really help to figure out why that panel wouldn't be appearing on your end, but does at least confirm that it should be there in that version.

For reference, I'm on Chrome OS so installed the Linux version of AS.
