Help No secure data connection: Help!!!!!!

WHEN I TURN ON WIFI ON MY PHONE(HUAWEIM835) I GET AN ERROR MESSAGE STATING THE WEB PAGE IS UNAVAILABLE BECAUS I DONT HAVE A SECURE DATA CONNECTION. WHAT IS THE PROBLEM AND HOW CAN I FIX IT?
