Not associating contacts cause a missing digit.

Hey guys! I'm having a little problem and couldnt find the answer anywhere.

My phone doesn't associate incomming calls because of one missing number in the country code.

To make it clear, I live in Argentina.
I have my contacts listed in the following format:
+54 9 11 0615199
"54" is argentina country code, "9" is for cel phone, and "11" is the cities area code.

For some reason my Samsung is picking it up without the "9" therefore all numbers come is as not listed.

Is there anyway to change this format or association in the settings or something?
 
Then it does recognize it. But I had all of them properly stored (with the 9) and since I've changed to this phone and imported contacts, I haven't been able to figure it out.

That sucks.
How many contacts?
I am guessing that there are enough that you do not want to take the 9 out of all of them?
