not charging when s4 says that it is?

This is almost the same as other questions. The phone indicates that it is fully charge 100% but as soon as It remove it from charger it shuts down as if the battery is flat. ? Yesterday it was showing battery fatally low message... today it just shuts down?

How old is the battery? It sounds like you may have a faulty one. Do you have another battery that you can switch out to test? If not, take it back to your local carrier's store and see if they will let you test it with another battery.
