Help Note 4 calling/texting problem

Hi ive bee having problems on my phone . I try and text it says it's failed and when I try and call it comes up with a message saying can't make outgoing calls when call barring is on. But when I go onto the settings and it says call barring is off please help

It sounds like you need to contact your carrier and find out if there is an issue with your account.
