My phone states it's fast charging bit its not charging fast I did check the settings anyone else experience this

so on the screen it does not say "fast charging"?
did you clear cache?
reboot the phone?
did you restore from an old backup from a galaxy phone or did you setup your phone as new?
what charger are you using?

More than likely if it says it's fast charging like in the notification, it will fast charge only when the screen is off. On my note 5 they claimed it would fully charge from 0 to 100 in 1hr 20 min. But if your playing on the phone like watching a movie the time will increase. I've noticed it with note 8 too. Pretty sure this might be what your talking about. I think I read that fast charging plus screen on makes alot of heat so it throttles down when it's on.
yeah if the device gets hot the fast charging will be reduced to compensate. this is in the manual of the note 8.
Both my wife and I are having wireless charging issues. In troubleshooting the issue, I realized that I'm not sure if my chargers are charging fast or not.
I've turned off the wireless fast charging option and rebooted and I'm getting the same speeds (reported) either way. ATM, I'm connected to a battery backup a few years old, using the shipped cable and I'm charging at the same rate as connected to the shipped wall plug and cable.

When you say "a few years old", how old are you talking? Fast charging, both wired and wireless, has evolved considerably in the last three years. Make sure your cable is connected to the wall outlet through a fast charging adapter: otherwise, it is charging normally. Not every adapter will fast charge... those that do will indicate it.
also, one way to know is if the screen tell you that its fast charging.
if its not stating this then:
use a different cable
try a different samsung fast charge adapter
make sure fast charging is enabled.
if you're rooted then all bets are off
anker make USB PD power bricks and adapters that will fast charge the phone just like samsung's oem charger. I have one.
