notepad and security

Question regarding security,

I've looked at several "Secure Notepads"...
and for security concern, i don't want one that has any wifi or data permissions,
secure notes should be just that - on the ph, and nowhere else.
even the Huawei P9 has a perfectly ok notepad.... but I wonder why, when i go to preferences,
then Apps... bring up Notepad ....then data usage...then scroll down to show:
Mobile Data, Background Data, and Roaming Data..
mobile & background I'v turned off (restricted) but I'm unable to do the same with "Roaming",
it does let me slide it to off - but when i go out of settings, and later go back to have a look.. it's on again.
why ? and do I really need to be concerned anyway ?
and can someone explain "background data".
and lastly - is any "secure note" apps worth looking at - or is the inbuilt notepad just as good as any other as far as being secure is concerned ?

Because the Chinese government must have remote access personal data stored on your Huawei. ...JK....seriously, I have no idea, but it sounds like something that's specific to Huawei phones though.

The inbuilt stock notepad app will only be as secure as the manufacturer/developer made it. There are plenty of third-party notepad apps available. I think look on Play and try find one that doesn't have any internet permissions.

FWIW I've been using Microsoft Onenote, mainly because it's available on a wide variety of platforms, and is available in China.
