Help Notice Bar missing and no apps will open.

Help. This morning when I unplugged by phone from the battery charger - and the phone was off at the time - the notice bar was missing. Then when I tried to open some of my apps I got an error message. I have even tried to turn the phone off by holding down the on/off button and the menu doesn't come up. The phone appears to reboot but doesn't fix anything. Any suggestions are greatly appreciated. Thanks.:confused:

Have you done a force restart yet (hold the power and the volume down button simultaneously for 10-15 seconds)?
 
Yes. I have done that twice. Still the same. Update: I found a post about clearing the cache. The instruction was: "While the phone is off, press the power button and both volume keys." I did that and when it rebooted this time the power bar is back and the apps seem to be working. Very weird.
